Who can get it?

Young family members under the age of 35
- children of a martyr
- children of a Hero of the Patriotic War of the Republic of Azerbaijan
- children of a National Hero of Azerbaijan
- a forced migrant or a person considered equivalent
- a person who has served in the civil service for at least 3 years, including a person serving in a special type of civil service
- a person who has worked as a teacher in a state general education institution for at least 3 years
- a person with a PhD degree
- a person with special services in the field of sports (honored figure of physical education and sports, winner of national competitions (1st place), prize-winner of international competitions (1st, 2nd or 3rd place)

Other persons, regardless of age or marital status
- a member of the martyr's family (husband/wife)
- Hero of the Patriotic War of the Republic of Azerbaijan (himself, husband/wife)
- National Hero of Azerbaijan (himself, husband/wife)
- person with a doctorate degree
- person who has served in the civil service for at least 15 years, including a person who has served in a special type of civil service
- person who has served in the military for at least 3 years (except for military personnel on active military service for a fixed period), as well as military personnel of the Republic of Azerbaijan who have been released to the reserve or have been released from service (except for military personnel released to the reserve or have been released from service in cases provided for in Articles 41.0.6, 41.0.7, 41.0.8, 41.0.10, 42.0.3, 42.0.4 and 42.0.5 of the Law of the Republic of Azerbaijan "On Military Duty and Military Service")
- person who has served in the internal affairs bodies for at least 3 years person with a special rank
- researchers who have worked in a scientific position for at least 3 years
- person who has worked as a teacher in a state general education institution for at least 15 years
